All in all, I'm spending around $400 (Less when I re-sell the RAM and HDD) for this Mac Mini loaded with these hardware updates. I downgraded to Sierra from High Sierra, installed my apps, and just ordered a 2TB HDD, 500GB SSD, and 16GB of RAM (The former two through eBay's ridiculous 15% coupon, and the RAM through store credit I had saved from Amazon). Then I realized that I was waiting for my new debit card to come back (I had lost it and pre-emptively locked down the account whilst waiting for a replacement card), and had $20 in my other account that I rarely use. If I left it on while I was gone for work, my bedroom got considerably warmer to where I had to shut it off and turn on the fan (I have a Windows desktop on and it didn't generate as much heat when left alone).
